EXECUTIVE SUMMARY:

The applicant was discharged for Misconduct due to Trial and Conviction with Civil Authorities in 2003. The
applicant’s complete Personnel Data Record was available for review. The Separation Package and
administrative separation board proceedings were not available for the Board to review. The Board utilized
available information contained in electronic records and documents submitted by the applicant.

In 2001, the applicant committed a Class C Felony. The Offense stemmed from Criminal Mistreatment of a
dependent child. In 1999 and 2002, the applicant was referred by the command for the domestic difficulties.
Thereafter in 2003, the Administrative Separation Board convened to review the applicant’s record to
determine retention for further service. The other adverse items prior to the 2001 calendar year were 6

Unsatisfactory conduct evaluations that were a result of financial irresponsibility, an inability to carry out
routine duties, and an alcohol incident.

The Psychological evaluations provided by the applicant indicated that the Physician felt that the applicant was
unrealistic about the family problems to the point where a parent separation was recommended. There was no
favorable evidence or recommendation with the Psychiatrist evaluation that suggested confidence in future

parenting to correct the dire situation. After the Administrative Separation Board, the applicant was separated
with an Other Than Honorable discharge.

The Board finds no issues with propriety or equity in this case.
